Larimer County has hired a Housing Stability Manager to help create partnerships that will assist residents to address their rent and utility needs.

To help residents struggling to meet their rent and utilities in the wake of COVID-19, the U.S. Treasury has earmarked $25 billion available nationally for the Treasury’s Emergency Rental and Utility Assistance Program. Larimer County has received $10,740,667 of that funding.

Larimer County has hired Claire Bouchard as the Housing Stability Program Manager to enhance outreach, create partnerships and help address the needs of vulnerable populations in Larimer County. Bouchard previously served as a vice president at United Way of Larimer County. Bouchard began her new position on April 26.

“We are proud that Claire Bouchard has been hired as the Housing Stability Program Manager for Larimer County,” said Larimer County Human and Economic Health Director Laura Walker. “Claire has a strong history of creating partnerships and enhancing outreach across the county to address the needs of vulnerable residents.”

The Emergency Rental and Utility Assistance Program is administered by  Neighbor to Neighbor to eligible households who apply for assistance. An eligible household is defined as a renter household meeting at least one of the following criteria:

  • Qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced financial hardship from COVID-19.
  • Demonstrates a risk of housing instability or homelessness.
  • Has a household income at or below 80% of the area median (priority will be given to eligible households with income at or below 50% of the area median, and to eligible households that include an individual who has been unemployed for the 90 days before the application for assistance)
