CAB Draft

What Is the IT CAB?

The Information Technology Customer Advocacy Board (CAB) gives County departments a voice in how shared IT services are delivered and paid for. Members represent the departments that use these services. The board reviews IT rates, device leasing, and service decisions so they stay fair, cost-effective, and focused on the people who rely on them.

Our mission: To provide direction and governance, consistent with Larimer County Guiding Principles, for the cost-effective and efficient delivery of select IT utility services to County customers.

FAQs

  1. Why is there an early return fee if I want to swap my device for a different device, or I no longer need a device?
    1. The total cost of purchasing computers via the End User Computing Utility service is spread out over the lifecycle of the lease.  If a device is returned before the end of the lease term the CAB needs to recoup the portion of the lease that is directly related to purchase costs that have not yet been collected.  The early return fees is required to be reimbursed the CAB for the remaining purchase cost of the device and fees to dispose of the device based on a sliding scale that decreases as the lease ages.

  2. How is the early return fee calculated?
    1. Early return fees are calculated per device, based upon the date the device was purchased, the purchase price, and how many months the device has left on its lease (four years for desktop computers and three years for laptops).  The turn back fee drops as you get closer to the lease termination date also known as the equipment replacement date.

  3. How is the monthly lease fee for a device calculated?

Each device leased from IT has a specific monthly lease cost, and the costs are calculated based upon 4 factors:

    1.       Computer hardware cost: different types of hardware, price varies per device

    2.       Computer hardware lifecycle management costs: this includes installation, support, and disposal, price varies per device

    4.       Network hardware, cabling, administration and management: set cost for each device

    5.       Computer imaging management and patching software, and Anti-virus software: set cost for each device

The hardware and lifecycle management costs (#1, #2) are added together, and then divided by the number of months a device is leased (48 months for desktops, 36 months for laptops). Then, the monthly costs (#4 and #5 above) are added.  We try to minimize variation in costs but are subject to market changes in computer device industry.

  4. What if I have a short-term need for a device?
    1. We have rental devices (both desktop and laptop) available for short-term computer needs. Rental devices are available for periods up to 6 months. You can see pricing information and request a rental device using the JSM Service Portal.  Some departments use the rental option to provide computers to interns or temporary project work.

  5. What, if any, are my options regarding an early return fee?
    1. We will work with departments which have a need to return a device before it’s retirement/replacement date. We can look at other devices leased by the department to determine if the computer in question can be shifted to replace another device which can be returned at a lower cost (or no cost if the device is up for replacement in the same calendar year). In addition, we can look to partner with another department who is willing to take over your lease.  If you would like to explore this option, please contact the Service Desk at ext. 5000.
