Intersections of Highway 1 & CR 9 and CR 62E

SCOPE OF WORK

The Colorado Department of Transportation (CDOT) is working with the Town of Wellington and Larimer County to make improvements to Highway1 where it intersects with both CR 9 and CR 62E.

Major growth, including a new middle school/high school, in the area is anticipated to cause a significant increase in traffic.

County Road 54 (Douglas Road) Improvements

(CR 54 Between State Highway 1 and CR 17)

SCOPE OF WORK

The project includes approximately 1.2 miles of roadway widening and resurfacing of CR 54 (Douglas Road) from State Highway 1 to CR 17.  Improvements will include widening to accommodate a 2-way center turn lane from Swan Lane to Highway 1, 6’ paved shoulders, and an asphalt overlay.  Storm drainage culverts and irrigation structure crossings will be analyzed and improved as needed to meet current standards.  The Country Road 17 intersection will be analyzed, and auxiliary turn lanes may be installed if warranted. 

This project is planned due to deteriorating pavement conditions and to improve safety for the traveling public as well as cyclists. PROJECT STATUS

Larimer County is in the process of selecting a consultant, to design and prepare construction plans.  A topographical survey is expected to begin in March, design will start shortly after.  Construction is anticipated to begin in 2026.

Shields Street to be Widened Between Willox Lane and Highway 287

Project No. 327

(Widening of CR 17 from Willox Lane to US 287)

SCOPE OF WORK

Widen County Road 17 (Shields Street) from just north of Willox Lane to the railroad tracks just south of Highway 287 (0.9 mile) to accommodate six-foot-wide shoulders and at the north end (0.25 mile +/-) a two-way center turn lane.

Construction Budget:  $3.5 million ($1,852,000 federal grant, $1,648,000 county match – administered by the Colorado Department of Transportation (CDOT))

PROJECT STATUS

The project began construction in early January and has continued with tree removals, culvert replacements, and replacement of the Little Cache la Poudre Irrigation Ditch crossing. Work will continue through the late winter/early spring with fence relocations, roadway widening earth work and completed with a widened paved shoulder. Construction work is expected to continue through the end of June of 2024.

County Road 70 Reconstruction and Widening

(CR 70 Owl Canyon between CR 9 and CR 13)

SCOPE OF WORK

The project includes two miles of roadway widening and reconstruction of CR 70 from CR 9 to CR 13.  The two-lane roadway will accommodate 6 to 8-foot-wide paved shoulders.  Culvert and structure crossings will be replaced.  Existing utility relocations will be needed within the two miles.  Intersection improvements (roundabout) at CR 70 and CR 9 are proposed with Project 339 and will be completed prior to construction of this project (329).  This project does not include improvements to CR 13 and will end just east of the south leg of CR 13..

PROJECT BUDGET:  $10,000,000.00. A federal aid grant in the amount of $1,000,000 has also been awarded to Larimer County to help fund a portion of the improvements.

PROJECT STATUS

Larimer County hired an engineering consulting firm, SEH Inc, to design and prepare construction plans.  Design is underway.

Construction is expected to begin in early 2025 for at least the one-mile segment between CR 9 and 11.  It is currently unknown if CR 70 between CR 11 and CR 13 will be constructed separately from the CR 9 to CR 11 phase.

Meetings with landowners have begun.  A public open house has yet to be scheduled.

Since a portion of the project is funded by a federal grant, Larimer County will be required to obtain clearances and approvals from CDOT for environmental issues, right-of-way plans, utility relocations, and overall design.

County Road 8 and County Road 21 Intersection Improvements

SCOPE OF WORK

The safety of the intersection at CR 8 and CR 21 has steadily declined with an increasing number of accidents over the past several years.  CR 8 serves as an important route for traffic traveling both east and west, and continued growth in the region has made it imperative to provide a solution that addresses safety and efficiency at the intersection. Alternative designs have been analyzed to accomplish this while minimizing impacts on adjacent landowners, and a roundabout design has emerged as the preferred alternative. Improvements to the intersection will be fully funded by local County capital improvement funds.
 

Project Budget:  $3.2 million

Construction is largely complete. Work remaining on the light poles is scheduled for completion in February.

Widening of Taft Hill (CR 19) to Urban 5-Lane Road

SCOPE OF WORK

The scope includes implementation of 4-lane arterial street per Larimer County Urban Area Street Standards to accommodate both significant regional traffic and local traffic, and address safety issues.  Improvements include additional through lanes, auxiliary turn lanes, intersection improvements, curb and gutter, sidewalks, bicycle lanes, median, and storm sewer.  This important regional connection is currently a two-lane (one lane each direction) road with a center turn lane and is experiencing significant congestion, delay, emissions, and safety concerns. 

Project Budget:  $5,380,000 ($3,834,025 federal grant, $1,545,975 local match,).  The grant is administered by the Colorado Department of Transportation (CDOT)

The project is a partnership between the City of Fort Collins and Larimer County.  We were awarded a Surface Transportation Block Grant (STBG) for $3,834,025 and will provide a local match of $1,545,975.  The local match is being funded from the Regional Transportation Capital Expansion Fees that the City of Fort Collins collects for Larimer County.

County Road 70 (Owl Canyon Road) & County Road 9 Roadway Improvements

SCOPE OF WORK

The project includes 1.5 miles of roadway widening and reconstruction of CR 70 from the CR 9 intersection to just west of I-25. The project also includes 4 miles of roadway widening of CR 9 from the CR 70 intersection to the new Larimer County North Landfill entrance. Both roadway widening projects will accommodate two lanes of roadway and 6- to 8-foot-wide paved shoulders. Bridges will be replaced at several irrigation canal crossings and major/minor drainage ways. Intersection improvements are planned for both the C9 and CR 7-5J intersections. Along with the roadway widening on CR 9, conduits for the County’s Broadband infrastructure extensions are being installed.  In addition to the above improvements CR 70 will also be repaved on the I-25 overpass and the gravel road section from I-25 to CR 5 will be paved to accommodate a 26’ paved roadway.

PROJECT STATUS

The project was advertised for construction bids and awarded to Connell Resources in late May of 2023 for the amount of $20,994,658. Connell initially focused most of its attention to the CR 9 and E CR 70 improvements throughout the summer and early fall. In the meantime, they constructed temporary roadways to convey traffic around the proposed bridge replacements and began work on those bridges in the late Fall of 2023. Work will continue on the structure replacement efforts through the Winter/Spring of 2024. As the calendar gets closer to the Spring and Summer work will begin on the proposed intersection improvements at the CR 70 and CR 9 and the CR 70 and CR 7-5J intersections with work finishing up along the project limits with the widening and reconstruction of the main line CR 70 from CR 9 to I-25 towards the end of August of 2024.

The project is funded through a combination of Larimer County Road and Bridge, Larimer County Solid Waste, Larimer County IT, and CDOT funds.

Monroe Avenue Bridge Replacement

SCOPE OF WORK

The design of replacement of the existing 2-span rubble arch culvert on Monroe Avenue is on-going. The increase in traffic volumes over the years, along with the narrowness of the structure, has become a safety issue. The design work is slated to be a partnership between Larimer County and the City of Loveland to incorporate a more urban section to accommodate pedestrians and cyclists. Design is expected to continue through 2024.

Traffic Light to be Installed at Highway 34 & Glade Road Intersection

SCOPE OF WORK

The intersection at U.S. 34 and Glade Road has experienced safety issues and needs improvement. The intersection has a history of broadside type crashes, particularly for traffic turning left from Glade Road onto eastbound U.S. 34. Crash records indicate that most broadside accidents occur due to poor sight distance. The east leg of the intersection is on an incline and westbound traffic on U.S. 34 is obscured to Glade Road traffic by right-turning trucks and signage on the north side of U.S. 34. Relatively high speeds can also lead to motorists misjudging the available gaps. This project will signalize the intersection to help protect southbound left-turns, reduce the frequency of broadside crashes, and allow for safer crossing of pedestrians.
Project Budget:  $612,000

Design is largely complete and the project is expected to be advertised for bids this spring. Construction is expected to begin this fall and will take about four weeks to complete.

County Road 38E and County Road73C Guardrail

Larimer County has been awarded a Highway Safety Improvement Program (HSIP) grant for a guardrail along County Road 38E west of the entrance to South Bay at Horsetooth and along County Road 73C at Munsee Road in Crystal Lakes.  The project will include approximately 3,025 feet of guardrail on CR 38E and 300 feet on CR 73C.

The low bidder has been selected and the contract has been signed.  Construction is expected to begin this winter or early spring.  Construction is anticipated to last approximately 2 weeks..

Bridge Replacement at County Road 14 & County Road 15H
over Home Supply Ditch

SCOPE OF WORK

The bridge at CR 14 east of CR 15H (over the Home Supply Ditch) is functionally obsolete and in need of replacement. This project will replace the existing bridge with a box culvert. Improvements may also include modifications to the horizontal and vertical roadway alignments, a left turn lane, widened shoulders, and drainage improvements within County right-of-way.

LR56-0.2-S287 Bridge Replacement
over Larimer County Canal

A replacement of the existing timber stringer bridge is necessary based on the condition of the bridge. In its place, a prefabricated aluminum plate arch is anticipated. The design work is slated to continue through summer 2024; construction is expected to take place over the winter of 2024/2025.

FY 2024 Grant Funded Project - Guardrail

This project will install guardrail at three (3) locations and implement and implement High Friction Surface Treatment at one (1) location to help mitigate roadway and lane departures. Guardrail will be installed at CR 56 (Kulver Reservoir), CR 74E (North Poudre River Bridge), and CR 38E (west of Horsetooth Mountain Park). High Friction Surface Treatment will be implemented at CR 23 (north of CR 42C).

Poudre River Trail

(Poudre River Trail – CR 32E to Timnath)

SCOPE OF WORK

A ten-foot-wide concrete trail with soft shoulders will be constructed from the trail on the south side of CR 32E (east of the River Bluffs trailhead) north to the Timnath South subdivision – approximately one mile.  This segment is part of several segments included in GOCO (Great Outdoors Colorado) and CDOT grants.  The other segments that are part of the grants are in the City of Fort Collins and the Towns of Timnath and Windsor.  With CDOT’s replacement of the Interstate 25 Poudre River Bridge these combined projects will  complete the trail between Fort Collins and Greeley.

PROJECT STATUS

The final design is complete and easement acquisition is ongoing. Construction is anticipated to begin in the summer of 2024 and completed by the winter of 2024/2025.

Replacement of Dale Creek Structures in Design

The existing timber bridge built in the 1930s is in poor condition and is being scheduled for replacement. Design of the replacement structure (LR45E-0.2-S287) is underway. This includes hydrologic and hydraulic analyses to appropriately size the crossing.

Pedestrian Improvements Planned Along 57th Street and Highway 287

SCOPE OF WORK

Larimer County has been awarded a Transportation Alternatives Program (TAP) grant for a sidewalk improvement project at the intersection of Highway 287 and E 57th Street.  The project will include approximately 1.3 miles of sidewalk that will provide non-motorized connections along 57th Street east of US 287 and along US 287 to existing bus stops. 

Project Budget:  $1,362,500

 

PROJECT STATUS

Design has been finalized, and utility conflicts have been resolved.  Environmental impact inspections were completed and have been approved.   Final right-of-way plans are complete, and acquisition negotiations are underway.  The project will be bid this spring and construction is anticipated to begin in summer of 2024.
