Once a candidate is chosen, the department verbally extends the job offer, negotiates the salary,  and coordinates the starting date and work hours. The department notifies their HR technician of the candidate’s acceptance, the final salary offer, start date, and supervisor.

Starting Pay, Promotion, Voluntary Demotion and Voluntary Transfer are negotiated processes between the selected candidate and the Hiring Manager.

The combination of factors considered in making hiring pay decisions will vary based on the individual circumstances of the hiring decision. No one factor should be used exclusively to determine pay (for example, applicant’s current salary). Additionally, the percentage of pay increase should not be treated as a fixed amount (for example, 10 percent above the candidate’s current salary). Situations will occur in which the negotiated salary is less than, the same as, or more than the candidate’s current or most relevant salary.

  • If pay is above the midpoint - a Request for County Manager Waiver must be completed and approved
  • Administrative Leave - per policy
    • 1-5 days must have HR Director or designee approval
    • Over five (5) days must have County Manager or designee approval
       
  • Moving Expenses
    • You can offer reimbursement of moving expenses but there are IRS regulations around which expenses are taxable and which expenses are nontaxable.
    • Anytime you offer moving expense reimbursement, the new hire must turn in their moving receipts to HR-Payroll and they will determine the taxability of the items.
       
  • Sign-on Bonus
    • HR-Payroll recommends a Sign-On Bonus instead of moving expense reimbursements.
    • A Sign-On bonus can be a one-time lump sum or can be spread out over several months.
       
  • Advise applicant the offer is contingent upon the successful outcome of drug and background testing
     
  • If negotiated pay is above the midpoint, advise applicant this will require approval from the County Manager - complete the Request for County Manager Waiver.

Must be in the future! Start date should be minimum of 2 weeks from acceptance of the verbal offer.

Once all of the above has been agreed upon and approved, you initiate the formal Offer Letter.

Once the formal offer letter has been signed by the applicant, HR will send instructions on the required drug screening. If background checks are needed, this information will be sent as well.

  • Candidate has 48 hours to complete drug screening.
  • Once satisfactory results from pre-employment testing is received, Onboarding can begin. 

REJECTION LETTERS
The Hiring Manager must notify applicants that are not selected. .

  • Interviewed Applicants not selected must be notified over the phone by the hiring manager.
  • Non Interviewed Applicants can be sent a not selected email through NeoGov.


CLOSING JOB POSTING
After all applicants have been notified, contact your Recruiting staff to close the position.
