LCSO Awarded Grant to Support Jail Initiatives
The Larimer County Sheriff’s Office has been awarded $600,000 from the Resilient Colorado state grant, which focuses on substance use prevention, treatment, and recovery.
Funds will allow the agency to implement the Continuum to Community project, integrating recovery-oriented practices within jail operations and establishing a coordinated jail-to-community care system. The project embeds policies, staff training, and structured workflows to make rehabilitation a routine function of jail operations.
Research shows that strong transition pathways significantly increase the likelihood of successful inmate reentry into the community and sustained drug/alcohol recovery. LCSO launched the Stone Soup Reintegration pilot in 2024, a coalition that collaborates around providing reentry support services for inmates. Community partners with lived experience offer in-jail peer support, coordinate pre-release planning, and ensure seamless transitions to community-based treatment and recovery services. The Continuum to Community initiative builds on existing efforts, aiming to reduce overdose risk, increase treatment engagement, and support stable reentry.
To achieve lasting reform, the Larimer County Jail is working to normalize a culture of reintegrative care. This means agency policies, training, and daily practices consistently reinforce rehabilitation and treatment as core functions of jail operations. The Resilient Colorado grant funds will provide the necessary financial support to continue this work.
“People don’t end up in jail because life went the way they hoped,” said LCSO Jail Captain Troy Badberg. “While we can’t control what brings them into our custody, we can give people a chance to choose a different path when they leave. They don’t have to do it alone - our Programs team and local partners are right there helping people build that road brick by brick. This support not only helps inmates successfully reenter society, it creates a safer community for everyone.”
The Resilient Colorado grant is from the state share of Opioid Settlement Funds, which support local and statewide efforts to prevent and respond to opioid use and its impact in Colorado.
