County meets affordable housing Proposition 123 requirements

Larimer County has successfully met the requirements of Colorado Proposition 123, passed by Colorado voters in 2022 to create affordable housing. 

Proposition 123 is funded by a 0.1% state income tax to support a broad range of housing initiatives throughout the state and in Larimer County, including new construction, preservation, land banking, and rental assistance. 

Larimer County opted into Proposition 123 in 2024, requiring two commitments:

• Implementing a fast-track process for new affordable housing development
• Increasing or preserving affordable housing stock by 3% each year

Larimer County committed to increasing and preserving housing stock by 113 units over three years and implemented a fast-track process for affordable housing development in late 2025, meeting both commitments by July, 2026.

Thus far, 20 jurisdictions in Colorado out of 217 have met their commitments, including Larimer County, Estes Park, Berthoud, and Wellington. 

The compliance now permits Larimer County to access Proposition 123 funding to build even more affordable housing units in our region.
