The National Association of County Recorders, Election Officials and Clerks (NACRC)

The NACRC awarded Scott Doyle and the Larimer County Elections Department the 2005 Election Administration Best Practice Award. This Best Practice Award was bestowed on Mr. Doyle and the Elections Department for the successful implementation of the Vote Center Model in Larimer County.

"This award belongs to our Elections team. They are the heroes who made this unique concept a resounding success," said Doyle. In the November 2003 Coordinated Election, Doyle offered the Vote Center Model as a new option for Larimer County voters. "With Vote Centers, there is no longer a wrong place to vote in our County," he added. The success in Larimer County lead to legislation being passed in 2003 allowing the use of Vote Centers statewide, and nationwide interest is growing rapidly.

This prestigious award is bestowed by the NACRC at their annual conference as they seek to provide an "opportunity for election officials to receive special recognition in honor of their unique achievements and Best Practices in the field of election administration."

Scott Doyle was also named the 2005 Public Official of the Year by the NACRC. This prestigious award is bestowed by the NACRC at their annual conference each year as they seek to "identify individuals who have exemplified leadership, ingenuity, dedication, and excellence in their county position."

Doyle served in his position as County Clerk from January 2003 to May 2013. Among the achievements noted in his nomination were development and successful implementation of the History of Vote Centers, which is now wining national acclaim; development and implementation of the Citizen Information Center, a one-stop-shop for citizens on the first floor of the county building; and proactive business and budget planning within the Clerk's office. Doyle also served as the Legislative Co-Chair for the Colorado County Clerks' Association, as a member of the Secretary of State's Blue Ribbon Panel on Election Reform, and as part of the Election Center National Task Force on Election Reform and the National Election Reform Forum.

His peers and staff described him as one who has a "high level of integrity," "thinks outside the box" and "challenges and empowers [staff]."

Kay Maxwell, President of the League of Women Voters of the United States lauded Larimer County's Vote Centers as a successful method of election reform. In particular, Maxwell found Vote Centers to be a great example of professionalism in elections administration as well as providing excellent customer service to voters.

Other Endorsements

In February of 2005, former Attorney General Janet Reno spoke at Colorado State University. During her presentation, Reno commented on the state of elections in the United States, and pointed out the benefits of Vote Centers. "Vote Centers are a good way to centralize expertise. We need to make voting more consistent state-to-state. The process is too painful now." (quoted from www.coloradoan.com)
