Commercial TCEFs are calculated based on building use and total floor area, measured per 1,000 square feet (KSF), unless another unit is specified. These fees apply to all new construction as well as changes of use in existing buildings. While fees are typically due at building permit issuance, payment may be deferred until the Certificate of Occupancy (CO) under specific, qualifying circumstances.
The fee schedule below reflects the rates effective July 1, 2025.
Use Categories
- Mini Warehouse/Self Storage (per acre): Includes self-service storage facilities with individually rented storage units, including climate-controlled and drive-up storage.
- Warehousing/Agricultural (per KSF): Includes buildings primarily used for storage, distribution, or agricultural processing where activity is generally limited to employees and truck deliveries.
- Industrial (per KSF): Includes the processing or production of goods, along with warehousing, transportation, communications, and utilities.
- Commercial (per KSF): Includes retail development, eating/drinking establishments, and entertainment uses typically found in shopping centers (i.e., movie theaters).
- Office & Other Services (per KSF): Includes offices, healthcare and personal services, business services (i.e., banks), and lodging. This category also encompasses public and quasi-public buildings providing educational, social assistance, or religious services.
