Workforce Innovation & Opportunity Act (WIOA) Program Services
Services are customized to meet the needs of each individual job seeker, including:
- Career planning assessments and resources to identify your next career move
- Labor market information for identifying hiring trends in our region
- Intensive job search assistance to find your next opportunity
- Potential scholarship assistance to fund or offset costs associated with attending a training program
Training services may be one of the services and strategies that is supported to help lead an individual to employment, though additional approval of training and funding would be needed. Please note, we cannot reimburse for any costs that may be obtained or paid prior to WIOA eligibility determination and enrollment.
Please keep in mind that WIOA funding may be able to support training that leads to an employer-recognized credential (certificate, license, degree), can be completed within 2 years or less, and leads to employment in an in-demand career field using labor market documentation (job postings and/or O*Net statistics).
Our WIOA funds are generally able to provide assistance towards one career goal / one training that supports your employment in that career.
Veteran’s Priority of Service: Larimer County Economic and Workforce Development (LCEWD), including all Career Transition and Training programs, offers priority of service to Veterans and “eligible” spouses of Veterans for the receipt of employment, training, and placement services in accordance with the Jobs for Veterans Act (Public Law 107-288).
Of note, if utilizing WIOA funding for training, the training provider and training program must be approved on the Colorado Eligible Training Provider List (ETPL) for Larimer County, specifically, cotrainingproviders.org

Who is Eligible for Career Transition & Training Program Services?
WIOA programs offered by the Career Transition and Training Team at LCEWD serve individuals age 18+.
General WIOA Eligibility:
- US citizens and people authorized to work in the United States.
- All males who are at least 18 years of age and born after December 31, 1959 and who are not on active duty are required to be registered with the Selective Service.
- Almost all male U.S. citizens and male immigrants, who are 18 through 25, are required to register with the Selective Service.
- If you entered the USA after the age of 26, we will need documentation of your date of entry into the USA.
Eligibility categories currently being served include:
- Veterans or eligible spouses of a veteran who are public assistance recipients or low-income individuals.
- Unemployed Larimer County resident who is a public assistance recipient or low-income individual (SNAP, TANF, LEAP, CCAP, Housing, SSI)
- Individuals who have been laid off through no fault of their own, are monetarily eligible for unemployment insurance (UI), AND are unlikely to return to similarly skilled work, which is generally documented by 6-weeks of a UI+ or personal job search log indicating active job search without an offer of employment.
Other eligible dislocated workers may be defined as:
- Individuals impacted by a permanent business closure.
- Individuals who are self employed and the business has permanently closed.
- Displaced Homemaker defined as an individual who has been providing unpaid services to family members in the home and has been solely dependent on the income of another family member but is no longer supported by that income. Generally, through a legal separation, divorce, death or layoff.
- RESEA individuals (UI mandated).
- Military Spouse due to a change of duty station orders.
- Transitioning Military defined as those Veterans within 12 months of separating or 24 months of retirement.
- Recently Separated Veterans defined as Veterans within 36 months of discharge.
- Individuals who are TAA entitled.
