Larimer County Transportation Capital Expansion Fee (TCEF) Study Update

Background

Our transportation network is a critical part of our everyday lives. Roads provide vital connections to the diverse communities across Larimer County, to schools, employment, and entertainment centers, to recreation and nature areas and to the growing north front range region. Our communities are growing and so is the need to improve safety, efficiency and provide mobility options to meet all lifestyles.

What are Transportation Capital Expansion Fees (TCEF)?
Larimer County has charged a one-time Transportation Capital Expansion Fee (TCEF) on new developments to fund their proportionate share of growth-related road capacity improvements since the early 2000’s. These fees can only be applied to capital expansion projects and cannot be used for daily operations, maintenance, or correcting existing infrastructure deficiencies.

Proposal

As part of the Larimer on the Move Transportation Plan, Larimer County has updated its Transportation Capital Expansion Fee (TCEF) study and is proposing associated Land Use Code amendments. The goal of this update is to ensure the fee program accurately reflects current growth and construction costs, maintaining a fair, proportionate, and legally defensible approach to funding regional transportation.

Timeline for Adoption

The adoption process for the TCEF Study and Land Use Code Amendments (File No. 26-CODE0291) will follow the schedule below:

  • July 15, 2026: Planning Commission Hearing
  • August 10, 2026: BCC Land Use Hearing for final consideration and adoption.
