NOTICE of Land Use Fees: Effective April 6, 2026   

Our Environmental Planning team helps ensure that public health considerations are included in land use decisions across Larimer County.

As part of the development review process, the Larimer County Department of Health & Environment (LCDHE) conducts land use assessments to evaluate potential environmental and public health impacts of proposed projects.

How the process works:

  1. Developers submit project information for a land use assessment to the Larimer County Department of Health & Environment. This must be done in-person at 1525 Blue Spruce Drive in Fort Collins. 
  2. A fee is collected by LCDHE (see fee table below) to support the staff time and expertise required to complete the review.  LCDHE will provide a receipt that will serve as documentation that LCDHE fees were paid.
  3. Applicants take that documentation to continue the permitting process with the Larimer County Planning Department to obtain required permits and approvals. This must be done at 200 W Oak Street, 3rd Floor in Fort Collins.  

Land Use Fees Cover the Cost of:

  • Reviewing proposed residential and commercial developments for environmental and public health considerations
  • Identifying potential issues early, such as water quality, wastewater systems, and environmental health risks, to help avoid costly delays or redesigns
  • Consulting with developers and community members on health-related impacts of development proposals
  • Participating in the County’s development review team to provide coordinated feedback
  • Providing input at Planning Commission and Board of County Commissioners hearings when public health expertise is needed
  • Supporting community engagement efforts, including participation in the Partnership Land Use System (PLUS)

Our goal is to help ensure development in Larimer County is safe, sustainable, and protective of community health while providing clear, timely guidance to applicants throughout the process.

About Environmental Reviews

The Department reviews all land use proposals submitted to the Larimer County Planning Department, and selected proposals in those cities that request review. The list of reviewed items varies according to the type of development that is proposed. In most cases the provision of water and sewer, and air and water pollution impacts are important issues. In some cases other issues such as noise levels, effects of power lines, horse pasture management, agricultural impacts, prairie dogs or waste disposal are included in the review.

Reports prepared by the LCDHE's Environmental Planner are public record. Please call 498-6777 if you would like to obtain a report on a specific development proposal.

*Land Use Planning Fees include initial review and one resubmittal. Additional fees will be applied for second resubmittal and beyond.

Environmental Property Records Reviews

The Larimer County Department of Health and Environment provides property records reviews for interested parties. This process includes LCDHE records for the following environmental concerns:

  • Emergency Response
  • Solid Waste
  • Hazardous Materials
  • Underground Storage Tank Releases
  • Methamphetamine Impacted Properties

Record requests may take up to 10 business days to process. If records are needed in a more timely manner, please call the number provided below.

Please note that no environmental site assessment can eliminate uncertainty regarding the potential for environmental conditions associated with a property. Performance of this record review is intended to reduce unknown environmental concerns in connection with a property, and this practice recognizes reasonable limits of time and cost.
