Subdivision Maintenance
Before 1994, the County had an application process for subdivisions to be accepted by the County for maintenance. If accepted, a formal approval by resolution of the Board of County Commissioners was obtained. Beginning in 1994, the County stopped accepting new subdivisions for maintenance.
Non-County Maintained Subdivisions
In subdivisions where the County has not accepted maintenance, it is the responsibility of the residents or resident association (HOA) to perform road maintenance. The County can provide a mechanism for residents in a subdivision to fund road improvements and maintenance through an increased mill levy against the residents of the subdivision. This is called a Public Improvement District (PID,) and information on the PID process can be found here.
County Maintained Subdivisions
Maintenance of subdivision roads in Larimer County is very limited. For subdivisions with paved roads, maintenance generally includes: crack seal, chipseal, minor pothole repair, snow removal, sign maintenance, and may include minor drainage maintenance. For subdivisions with gravel roads, maintenance generally includes: grading of the existing surface, dust control, snow removal, sign maintenance, and may include minor drainage maintenance.
Maintenance typically does NOT include:
- Overlays
- Structural Patching
- Reconstruction
- Curb/Gutter/Sidewalk
- Crosspans/Aprons
- Storm drain inlets
- Roadside drainage
- Resurfacing of gravel roads
When roads have deteriorated to a point where the limited maintenance provided by the County is no longer a viable or cost-effective option, County maintenance will be suspended until the roads have been restored to a maintainable condition. It is the responsibility of the property owners in the subdivision to fund the improvements necessary to restore the roads to a maintainable condition, after which, County maintenance will be resumed.
A list of subdivisions where County maintenance is currently suspended due to the poor condition of roads can be found on the Suspended County Maintenance List.
*Individual resolutions adopted by the Board of County Commissioners for each subdivision dictate the level of maintenance the County provides. If you have a specific question about your county-maintained road, please contact us.
